UK-EU Foreign Policy
The British government is undermining foreign policy aspects of the new EU Reform Treaty signed in Lisbon last month, according to a report published Sunday by an all-party group of MPs.

The Foreign Affairs Committee said the creation of the post of High Representative for Foreign Affairs and Security Policy, and of the European External Action Service under the treaty, represent "major innovations in the EU's foreign policy-making machinery." "Although their establishment does not risk undermining the Common Foreign and Security Policy's intergovernmental nature, the Government is underestimating, and certainly downplaying in public, the significance of their creation," the committee warned.

"This is unlikely to be beneficial to the UK's position in the EU," it said, recommending the UK government to publicly acknowledge the significance of the foreign policy aspects of the Lisbon Treaty.

The treaty, which replaces the failed attempts for a full EU constitution, paves the way for a virtual EU foreign minister by combining the current posts of EU High Representative Javier Solana and External Affairs Commissioner Benita Ferrero-Waldner.

The new ability to formally determine "strategic interests and objectives" for all areas of EU external action represents a symbolically important assertion of member state authority over "Community" policy areas, the MPs said.

But they criticised the way the authority is given to the European Council to make strategic decisions as being "unnecessarily ambiguous" and said that it "remains to be seen whether this will have any significance."
The reform treaty, which is expected to come into force next year after being ratified by all member states, introduces a simplification of the nomenclature for Common Foreign and Security Policy (CFSP) decisions, which the committee said was an improvement.

The committee welcomed the decision in the treaty for the EU Commission as an unelected executive to lose its right to make CFSP proposals saying that it represents an assertion of the
intergovernmental nature to formulate policies.

The new post of High Representative of the Union for Foreign Affairs and Security Policy has the "potential to give the EU a more streamlined international presence and to contribute to the more coherent development and implementation of external policy," it said.

The MPs did express that there are grounds for concern that the holder of the new post could face work overload and recommended the position was not jeopardised by a plethora of duties and excessive workload.

Agreeing with the British government, they said the provision for the virtual EU foreign minister to speak at the UN Security Council will make little difference to current practice. And "will not undermine the position of the UK in the United Nations system." The new treaty also paves the way for a reshaped role of the President of the European Council, which the committee said could help to generate consensus among EU leaders and lead to greater continuity in the chairing of the European Council.

But it warned that it was "concerned by the current degree of uncertainty which surrounds the role and by the potential for conflict with the High Representative in representing the EU externally ."

In the same time Pakistan President Pervez Musharraf is about to visit the EU, - first stop is at Javier Solana today, and Spanish police say in Barcelona, Spain, they have foiled an attempt by Islamic extremists to carry out bomb attacks coinciding with the "state" visit.

It was reported that other European countries, including Britain, had been put on alert by the Spanish for the possibility of terror attacks. In Berlin, Germany, arrived warnings towards the synagogues.

"The minister said that he could not reveal more about the police operation which was continuing but the National Intelligence Centre (CNI), the Spanish secret service, had warned at least four other European countries to prepare for “imminent attacks”.
A source at the CNI told El Pais, the Spanish newspaper, that the countries facing the immediate threat were France, Britain and Portugal."

This is NEWS to me. Either someone is over stating over there, or someone is under reporting here. This quote from your latest post is of great importance; I wish I were a fly on the wall when this intellegence was gathered.

Farmer, just a thought: when I was a teenager there was political action energized by, for one thing, those who wanted drugs legalized; if you were aware of magazines like HIGH TIMES you knew that if a politician wanted a number of followers, it was enough to have legalizing drugs as a platform. Places in Europe did just that; some of those places got such bad results that the laws were either rescinded or altered. That aside many Americans (most of whom were of a NA mindset already) were taken into a pro- European mentality. Now out of Europe there seems to be another aspect of culture, the entertainment culture, which just may have found a new Euro-tropism. I hope this stirs up some of your gray matter.

Does it cause you or anyone else to take pause that right after Solana declared that all the documents were now in place at the AOC forum, we seem to be having a global economic "crisis".

It seems convenient to me after reading the findings of the ISS study
