Solana: "EU = laboratory of World Government"

In a conference hosted by ESADE in Barcelona, Javier Solana has warned that Western values "lost relevance" and stressed that Europe should act "fundamental" in global governance. "We are facing a serious crisis that will come with a new world". In a multipolar world, in short, "it is good to have more voices"(farmer: nations/tongues) but it would be also "very risky" without a body able to bring them into agreement. "We have global problems requiring global solutions", he said. 

According to Solana the EU can serve as a "laboratory of a world government" as a model of organization based on the "voluntary" transfer of sovereignty from its member countries . In his opinion, the EU is not only a result of "political will" of its Member States but has become a "necessity" for them. 
He also warned that the Greek citizens and their governments will face a plan to adjust its deficit "very hard" but "inevitable" to rescue its economy. Solana has made this in reference to the decision of finance ministers from the EU to impose on Greece a demanding timetable for the adjustment of its massive deficit. The former EU High Representative insisted that a plan would be "very hard to Greek citizens and successive governments," but there could be "no turning back" and can that there could not be "cheating". He stressed the need for EU states put all the "instruments for the fulfillment of" the Stability Pact, which should be re-meet "around 2013". Furthermore, Solana has predicted that for "many years" there will be changes in the European institutional framework set in the Lisbon Treaty as the "risk" of failure is too high that someone "dares to put on the table. " On Belgium's Herman Van Rompuy Solana stressed, that he knows that he is "not a joy in the garden" (meaning "not the only Pepsi in the desert"), but also a very serious person of great ability".

On the hypothetical accession of Turkey to the EU, Solana has opined that his handicap is not Islam, but "the problem is size," because its demographic make him one of the most powerful countries of the Union. "In ten years will be more populous than Germany," he added. 

Javier Solana labelled the nuclear plan announced by President Mahmoud Ahmadinejad as "bluff". He said the Iranian plan is "insane" and it is not feasible, since it involves the construction of 10 large nuclear facilities, as in France and is a U.S. two. Ahmadinejad had said his country had already produced a first batch of uranium enriched to 20% when he did so far to 3.5%. For Solana, Iran these objectives are impractical, but announce a clear mission statement of the Islamic Republic. Also predicted that there are movements in this country who, in his view, are evolved from a theocratic regime to another which is "more military". (which btw is also expected by me, as I guess we will see the Revolutionary Guard taking over there, farmer).

Similarly, the former High Representative has described as "wonderful sign of unity" Russia's decision to stop a deal with Iran's anti-nuclear defense and called on China to follow this same line of cooperation with the international community, but acknowledged that for the Chinese regime it may be more attractive to maintain their relationship with Tehran over its energy interests.

The speech comes at an interesting time, within the Spanish Crisis and people calling for a strong man to help them outm for example here:
